In both Archer On-Prem or hosted/saas, you are unable to access the application builder pages (for both applications and questionnaires). When clicking the "Applications" or "Questionnaires" pages in the administration console, the pages will appear to be loading but then just turn blank.
There are other reasons that this could occur but this KB article touches on the issue being due to anti-virus blocking the loading of the page on the client machine's network.
To identify this, perform an F12 Network trace or Fiddler network trace while reproducing the issue. Next, identify if there is a 503 - Service unavailable HTTP error code in the trace. While looking at the raw error in either Fiddler or the browser trace, you should see something like this.

Resolution is to work with your network team to create an exception on the network to be able to load the page.
