Performance issues with Archer jobs: The semaphore timeout period has expired

Performing any jobs or operation like Data Feed, Data Publication, LDAP sync fails with the following error:
ArcherTech.Kernel.Utility.Data.ArcherDbException: A transport-level error has occurred when receiving results from the server. (provider: TCP Provider, error: 0 - The semaphore timeout period has expired.)
A semaphore timeout is a timeout that is caused by a lack of system resources or a network/communication related issue. It can be windows CPU or memory or can indicate any network-related error.
