During package installation, an error may be logged for certain notifications, along with a Log Reference ID that contains the details of the failure for the notification installation.
The complete error message with more details will be written to Jobframework.Job. Here is a snippet from the log:

Notifications may fail to install if the Source Instance that generated the package contains a different "Email Recipient Options" configuration inside of the notification configuration than the same notification on the instance where the package is being installed.
This defect has been fixed in RSA Archer versions 6.2 Patch 2, 6.3, and later.
Manually reconfigure the "Email Recipient Options" for all notifications that failed in the package destination instance to match the notifications in the source instance from which the package was generated.
