Why do I get Master password failed quality checks, when my password is over 7 characters and includes Upper and lower case, numbers and special characters?

Trying to install v3.2.1 as part of a migration.

I've tried several times with master password includes Upper/lowercase characters, numbers and a special characters well over 7 characters.

Unexpected error:

 Master password failed quality checks: Passwords must be at least 7 characters in length.

This is so frustrating! Please help
