AxM: cleartrust.agent.dispatcher_mode=RANDOMIZED isn't working as expected, it always selects last dispatcher on list
The webagent 4.7.0.23 version for IIS has been deployed with the variable cleartrust.agent.dispatcher_mode=RANDOMIZED set. It is not working as expected. It always chooses the last dispatcher on the list.

webserver.
This hotfix provides the latest RSA Access Manager Agent 4.7 binary for
IIS 6.0 webserver.

Installation Instructions:
1. Stop the web server.
2. Move to the directory where the current agent libraries are located,
usually this is <INSTDIR>/lib.
3. Back up or remove the existing agent libraries.
4. Copy in the new libraries for your particular platform.
5. Restart the web server.
