Is there anyway to increase the Text Area (Control Type) maximum limit on Request forms?
Also, tool tip says Maximum 4000 Chars limit where as it allows only 500 which is misleading the user. How can I change it?
Error in the Log:
ORA-12899: value too large for column "AVUSER"."T_AV_CHANGE_REQUESTS_MST"."DESCRIPTION" (actual: 647, maximum: 500)

This very much looks like a defect that needs to be reported to support to get a Jira ticket created and fix it if there wasn't already a case created and fixed within the latest releases/patches.
For the meantime as a workaround, I don't see a problem increasing the columns varchar2 size from 500 to 4000 as equivalent as the form field's limit. Discuss this workaround with support before placing it as well.
The 4000 character limit is typically a backend limitation to the aggregate size of all the fields in a request stored as an XML object in the database. The 500 character limit is artificially imposed by us to limit the overall size of the objects that can possibly be created.
Be aware that if you increase the limit on one particular field it may work for most requests, but may fail unpredictably if the aggregate size of all of the fields exceeds 4000 characters for that request. This change will not cause a failure directly, but opens the system up for a failure.
I'm sorry I'm not fully understanding your comment. Can you clarify more on what objects that would be created within a varchar2 description table column within T_AV_CHANGE_REQUESTS_MST that would prevent its size extension while the form is allowing users to input 4000 characters thus causing the error stated above? What XML object are you discussing here?
My comment was meant to be a general one. I was just pointing out that typically there is a global 4000 character limit on XML data used in various places in the code. For example payloads in WorkPoint and in AFX data. There is no limitation in the change request table itself, only in data read from the change request and passed to other applications.
I am not saying directly that the description is limited in your specific use case.
Just do not assume there is not a limitation.
If the XML data related to a change request passed to AFX exceeds 4000 characters you will generally get an obscure error such as the following in your workflows.
ORA-01460 unimplemented or unreasonable conversion requested
The error occurs when the XML data is truncated leaving mismatched XML start tags.
