our Help Desk team when tries to enable the Flag "Reset Offline Emergency Access Passcode" receive the error "Insufficient privilege".
The grants assigned to the team personnel are as follows

Two things; are there multiple Security Domains and if so, can the Help Desk view the Security Domain for the Users and / or Tokens?
Second, start up the Security Console - Reporting - Real Time Monitor - System, reproduce the error and see if there are any more details with the Insufficient Privilege

Yes, there are multiple Security Domains. The Users and Tokens belong to the same Security Domain and the Help Desk can view it.
