This is basically the browser saying the AM server console or Web Tier is not using the latest version of TLS. It could be that your browser wants to use TLS v.1.2 and you have an older version of Authentication Manager, pre-AM 8.1 SP1 P3, which only supported up to TLSv.1.1. The link Erica provided shows how to change browser settings to allow for earlier versions of TLS, such as TLSv.1.1.
If your AM server is version AM 8.2 or higher, it might not be the TLS version but some setting within the TLS protocol, such as HTTP Strict Security Headers. So you might need a recent version of AM 8.3 P6 or higher. Also if the URL is not the Security Console e.g. https://rsa01.Noronha.com:7004/console-ims or the Operations Console e.g. https://rsa01.Noronha.com:7072/operations-console then you may be going through a Web Tier which could have a Load Balancer in front of it. So the Load Balancer could have the TLS protocol, setting or cipher issue. For some background have a look at

Thanks guys we updated our version to 8.4 patch 7 and it rectified the issue
