Download works for me, it isn't broken outright at the moment.
It is a zip file containing an XML file,
perhaps you have edge devices blocking download of this type of file ?

Like Edward Davis, I am able to download the .zip file. Can you share with us the error you are seeing so we can track what's going on?
Also, if you'd like to do some troubleshooting, we can run a network trace as you try the download. Using your browser of choice, please follow the steps below.
