Sometimes we have full installers for webtiers, sometimes it is a button press in the operations console.
There is no webtier installer 8.3.0.6.0. There is one for 8.3.0.5.0.

To get a webtier 8.3.0.6.0:
you install webtier 8.3.0.5.0 to primary 8.3.0.5.0, and patch the primary to 8.3.0.6.0, and hit the update webtier button in the operations console after upgrading primary to 8.3.0.6.0,
or
install webtier 8.3.0.5.0 to an 8.3.0.6.0 primary, and webtier becomes 8.3.0.6.0 after installation and without button press.
