In base 8.1.0.0.0, no. But in 8.2.0.2.0 (8.2 patch 2) and up you can use import/export users and tokens, and that function can handle ODA (on-demand) as well as tokens.

If the user has a software/hardware token assigned along with the ODA, then export and import should work fine.

If the user is just enabled for ODA, then you could consider using the AMBA tool for enabling ODA for the users in your new deployment except that those users may need to reset the PIN during first logon or from SSC
