Missing features and options when enabling user web application portal - RSA SecurID Access Cloud

Hello,

We have an RSA SecurID Access Cloud Instance with which we are trying to protect an app with SAML 2.0

We are currently trying to enable the Identity Router web application portal following these instructions:

But our web admin console is missing the options that we are suposed to enable such as: access > identity router portal settings and platform > clusters > Enable the Web Portal on all identity routers in the cluster.

Why are these options missing?

What should we do to be able to use these features?
