Reinstalled web-tier to latest, still says 'reinstall required'?

Web-tiers are Server 2012R2, removed old version, rebooted, installed new, rebooted...Operations Console says Online, reinstall required...and recognises new version ...what could be wrong???

Self-service website fails to load...previously it was online, just wouldnt let authentication occur, i.e couldnt log on.

Alas that didnt help, the folder is gone, problem remains...are there registry settings that need deletion??

What specific version is the Authentication Manager server and also the web tier ?

ok so i rebooted my RSA appliance and now the msg about 'reinstall required' as gone. My new problem is when trying to hit the self srvice URL - IE just spins....
