SSL server probably obsolete.
ERR_SSL_FALLBACK_BEYOND_MINIMUM_VERSION
Risposta del Team di support di Google Chrome:
That error means the server is buggy and cannot negotiate TLS versions correctly. The server in question has never implemented TLS 1.0 correctly. Up until Chrome 45, Chrome included an insecure workaround for this kind of buggy server, but we no longer do for security reasons. See here for more information:

Hello Giancarlo,
I believe this issue is due to a change made by Firefox & Chrome back in early 2015. This issue was fixed in RSA Authentication Manager 8.1 SP1 Patch 2.
To fix this problem, use an older version of Firefox/Chrome/IE to install the latest AM8.1 SP1 patch, then you should be able to access the RSA Authentication Manager web consoles from the most up to date browsers.
