Issue
The number of email recipients in the To: or Cc: field of a change request or review email list is less than the number specified in the
Max Recipients Limit setting. The number of emails in a large group of recipients is more than expected. For example if there are 1500 recipients and 500 per email there should be three emails but ten emails are generated.

Cause
This behavior is expected. The setting for Max Recipients Limit is an absolute maximum limit on the number of recipients. There is also an internal limit on the size of the email headers including the combined length of the email To: From: and Cc: lists. For very large values of Max Recipients Limit, RSA Via Lifecycle and Governance may split the recipients list across more emails with fewer recipients in each email to keep the potential size of the email header within limits. There is no specific value for the number of recipients actually used in each email, but in practice for email addresses of 15 characters in length the number is typically around 150.
