Issue
Publishing changes from the Cloud Administration Console fails with the following message after registering an identity router with the Cloud Authentication Service:
Unsuccessful publish to identity routers. Successful publish to cloud service.The following message is found in the identity router's simplified log which can be viewed from:

Cause
This behavior can occur if the newly registered identity router was registered to a different Cloud Authentication Service tenant in the past. Once an identity router is registered to a Cloud Authentication Service tenant, it should only be used with that particular tenant.
Resolution
Re-deploy a new identity router.
