Is a token "cryptography"?

I have a question from my boss who "heard somewhere" that it was illegal to take a VPN token out of the country (edit - the United States).  We are beginning to transition many of our VPN users to soft tokens on mobile devices, which of course increases the likelihood of the token being taken out of the country.


Some cursory research indicates this apparent restriction may have been softened somewhat to apply only to "rogue states" but I am not a lawyer, so the legaleze gets pretty dense pretty quickly for a simple nerd like me.


Can anybody clarify this for me somewhat?  Thanks very much!
