How to add a new link to the toolbar nearby the Help link?
The toolbar isn't really extensible in the way you describe. Are you linking to a page within the application, or some external url? Only idea that comes to mind is that you can create a new menu item using a UI plugin, but that might be using a sledgehammer to crack a nut.

Would it be possible to replace one of the existing links as a temporary solution, e.g. replace the Help?
If the link does not have to be in the toolbar, you can easily add a custom link in a welcome dashboard. Go to Admin > Dashboards > Dashboard Components, click "Create component", select "Custom User Link" and enter the URL.
Then you can add that Custom User Link component to any of the welcome dashboards.
Thank you, Andrew. I can add a custom link to the welcome dashboard but the customer wants to see this link in the toolbar. The workaround would be to replace the Help button with the custom link. I need to check how to modify strings.properties to get it working.

This is not something that is extensible today. The best solution that is something we would support is what Andrew mentioned within a dashboard. You can change the name of a menu item (like you are thinking in customerstrings.properties) but that wont change the url we construct.
