E-learning not working

I am trying to access the SecurID Access E-Learning courses in the community, and have successfully logged in. When I click the "Register Now" button, it opens a new tab in the Education Services Portal :

But this just shows a screen with:


and it does not progress past this stage.  I am using Win10.1x32, and this happens whether I use Firefox , Chrome, or MS Edge.
