when trying to add license to the system I downloaded the file via the confirmation process and used the decrypt software
and when trying to upload the XML file that was genereted via the decrypt software
it say upload an Invalid file.

Are you trying to import a new token seed file to your Authentication Manager server or a new license file? Token seed files are shipped on DVDs and are not downloadable. Depending on the type of tokens you ordered, you may need to use the decrypt utility.
License files can be sent on DVD or are available for download. You would not need to decrypt a license file prior to importing it to your Authentication Manager server.
Before applying your new license please confirm the license number you have installed on your Authentication Manager server against the new license you received. If the license numbers are different you must first uninstall the old license then install the new one; for example, replacing a trial license that starts with 85 with a production license that starts with 8.1. Failure to do this will cause the following error to display:
The customer account identifier in the license does not match that stored in the system.
If the license numbers are the same (upgrading the number of active users on an existing license),
If the license numbers are different (moving from a trial to production license),
