The migration path from 7.1 is to upgrade to 8.1 then upgrade to 8.2. Note that you must be running Authentication Manager 7.1 SP4 in order to complete the migration.

Please note that Authentication Manager 7.1 customers must request a conversion license to upgrade to Authentication Manager 8.1. RSA recommends downloading a trial license so you can install 8.1 and 8.2. Once the software is installed and tested, request the production license. We recommend this process so that your current production license for 7.1 is not replaced with an 8.1 license until you are ready to move the 8.2 box to production.

As Edward Davis said, there is not a direct migration path from 7.1 to 8.2. You must upgrade to Authentication Manager 8.1 SP1 then apply 8.2 to your servers. Documentation for the upgrade to 8.2 can be found here, including the RSA Authentication Manager 8.2 Setup and Configuration Guide.

As a sysadmin who has completed this migration/upgrade process (7.1 to 8.2), I suggest testing it on a non-production server first and leave yourself a LOT of time. I ran into a lot of weird errors during the testing process, but the actual migration/upgrade in production went fairly smoothly because I had figured out ways around the errors. If you can afford the downtime, I suggest migrating and upgrading your primary server all the way to 8.2 by itself and then attaching a new replica using the 8.2 iso. Migrating/upgrading a replica (in my experience) led to failed upgrades and a huge waste of time.
Also, don't install any 8.1 patches besides SP1: I think they may have been the cause of some of my failed 8.1 to 8.2 upgrades.

Check the 8.2 release notes. Not supported. No direct migration from 7.1.4 to 8.2.
Upgrading from RSA Authentication Manager 8.1 Service Pack 1
RSA Authentication Manager 8.1 Service Patch 1 (SP1) without patches or with any patch can be upgraded to
version 8.2. A direct migration from RSA Authentication Manager 6.1 or RSA Authentication Manager 7.1 is not
supported. Instead, do the following:
• For a VMware virtual appliance deployment, you can migrate to RSA Authentication Manager 8.1, upgrade to
RSA Authentication Manager 8.1 SP1, and then upgrade to RSA Authentication Manager 8.2.
• For a Hyper-V virtual appliance deployment, you must migrate to RSA Authentication Manager 8.1 SP1 and
then upgrade to RSA Authentication Manager 8.2.
• For a hardware appliance deployment, you must migrate to RSA Authentication Manager 8.1, upgrade to RSA
Authentication Manager 8.1 SP1, and then upgrade to RSA Authentication Manager 8.2.
Some RSA SecurID Appliance 3.0 hardware appliances can be upgraded and do not require new hardware.
