Reviewers is the option that was chosen for the completed emails and the To field in the Completed Review emails isn’t populating. Reviewer is the option that was chosen for the escalation emails and it's been verified that the To field in the escalation emails is populating. Can someone provide feedback as to why the To field in the Completed Review emails isn’t populating?

No. Reviewers defined in any which way will not be included with this variable if they they have no items to review.. The options as i see..
1. Select reviewers manually in the To field.. if the count is not huge....
2. Develop a custom workflow that will run iteratively and check if the review has completed... If the review has completed.. it can then proceed.. to select the reviewer list with a SQL query and then send an email...
