If the appliance version is 8.1.1.15, you can use this webtier installer:
RSA Authentication Manager 8.1.1.02 Web Tier Update

Hey Paul. Yes, you need to install Web Tier with some base level installer program, down in the extras folder, but not every patch has this installer (nor do you have to re-install Web Tier after every AM patch), so you go to operations console - Deployment Config - Web Tier, and click the update button
Basically as Jason pointed out you need to install the Web from 8.1.1.2.0 for any version from AM 8.1 SP1 P2 to P15, then update. AM 8.2 is a boundary, so you have to uninstall Web Tiers and install with the WT installer in the extras folder for 8.2.0.0.0
Here is the quick answer:
naming [x.x] major version + [x] service pack level + [x] patch level + [0] not yet used
8.1.0.0.0 - 8.1 base
8.1.0.5.0 - 8.1.patch 5
8.1.0.6.0 - 8.1 patch 6
8.1.1.0.0 - 8.1 sp1
8.1.1.2.0 - 8.1 sp1 patch 2
8.1.1.15.0 - 8.1 sp1 patch 15
8.2.0.0.0 - 8.2 base
8.2.0.3.0 -8.2 patch 3
8.1.0.0.0 has a web tier installer for 8.1.0.0.0, [good for up to 8.1.0.6.0]
8.1.1.0.0 (sp1) has a new web tier installer 8.1.1.0.0, [good for up to 8.1.1.1.0]
8.1.1.2.0 has yet another new web tier installer, [good for up to 8.1.1.15.0]
8.2.0.0.0 has a new web tier installer [good for up to 8.2.0.3.0]
8.2.1.0.0 (8.2 sp1...not out yet) will likely have a new web tier installer
[but the 8.2 sp1 patch readme will inform what to do with web tiers...update, or reinstall]
between any of these versions, web tiers can simply be updated to match the primary.

if you are on 8.1 sp1 patch 2 (8.1.1.2.0) or higher,
you need to install web tiers using the 8.1.1.2.0 web tier update.
Once the web tier sets up, it will start life as 8.1.1.2.0 then update itself (in 20-30 minutes)
to match the version of the primary RSA server. No update button needed.
If later you install an 8.1.1.x patch on the primary server, and now the primary patch level
is higher than the webtier, the web tier will have a button to press to update it, no web
tier full install needed. After this process, the web tier will match the primary patch version.

If you go to 8.2.0.0.0 or higher on the primary, then the webtiers need an uninstall and reinstall
with the new 8.2.0.0.0 web tier installer found in the am-8.2 extras. After that, if you patch the primary,
you will have a new update button on the web tier to push out the patch.
Summary: when you patch an RSA primary with a 'minor' patch version, web tiers can simply be updated.
If the patch is a major patch, then there will be a new web tier installer created. For any RSA patch, the readme
for the patch will tell you what to do for web tiers.... 'update', or 'reinstall'.
Do I need the SP1 third party patch before installing web tier? When I run the RSA Authentication Manager 8.1.1.02 Web Tier Update<https://community.rsa.com/docs/DOC-44846>, it stops after entering the install path and drops a .tmp file into the directory.
