What workflow would I need to modify to send an email if the AFX processor has a stuck request?

We had an issue last month where the AFX processor had a stuck request. This caused the AFX handler to get backed up by about 1200 requests. When the access for a terminated user did not get processed in a timely manner it caused deficiency findings during an audit. I would like for a workflow to send an email to me when a request gets stuck. Is this possible? If so what work flow should be modified?
