Can somebody please tell me if, and how, a time out (time to live) can be added to a Verification in a workflow?

I think the better (and a correct) approach here, is to find the root cause for the problem (CR are not being verified) and not to create workarounds.
Can you describe in more detail what you are trying to achieve? (from business use case perspective)
What will happen after the time out period?
If you are trying to flag the CRs which are in Pending Verification state, a report (on a dashboard) might do the job.
Basically, A time out at any point for in this workflow portion.
Specifically though: "All user activity states PV or CO?" and "Wait for Notification"
We have memory issues as these jobs will not close since it is waiting for something that is not going to happen.

What is the expectation? If a workflow is "stuck" for 5 days on Wait For Notification node then the system should trigger some action (cancel the CR or mark as verified)?
If the changes are being provisioned by the AFX, why the collection phase is not able to pick up on those changes?
