request software token from selfservice console

My software token expired. I am not able to request "replacement token" from the selfservice console. I am getting error "SOFTWARE_TOKEN_NOT_AVAILABLE_IN_SYSTEM". I do have non expired software tokens in the Authentication manager. I am running AM 8.1 SP1 P15.
