Review Revoke - Check if Request is needed?

If I run a review for a period of time (say a month), and at the end of the review cycle a reviewer marks an item "Revoke", but that item (account, user entitlement, whatever) has already been removed by some other process between the review start date and the reviewer decision date.

 

Is there a way to check for this in the request/fulfillment workflow to prevent an unnecessary request from being created?

 

We are using email fulfillment, so it creates confusion when these emails are sent.
