We need to remove 'Compare with user' option under Other Changes button in Access Tab,
Couldn't find any Request Form/Button to disable this as this seems to be the default functionality of the product.

Yes, eventually figured that out.
Our main requirement was to restrict this feature to certain users instead of all. So along with the above configuration, created a custom form with control type as 'Compare user' and made this available to designated set of users only.

Unfortunately won't be able to bring those out.
Steps to replicate:
Under Request Forms-> Create new-> Use Compare User field only in the form.
Create a request button which would redirect to this form & make this button available to only few set of users
Under Requests -> Configuration -> Settings
Uncheck Users can compare access to other users setting
