Is there a report that will dump all user groups and the users in the groups?

There is in-built report available called " All Users" you can extract this report in excel format and filter column name called "Member of User Groups ", so you can read the users under that group. below are the other columns available under this report.
You also can generate same report to find users list inside that particular group, you need to key in Group name under Input parameters.

Reports with group info will not always list all the groups in which the user is a member. If a userid is in a group, and that is all that has been done, that simple group membership is not meaningful enough to report on. But make that a restricted agent group, or a group activated for logon aliases, and then it becomes meaningful. Reports are designed to show 'meaningful groups'. That is, groups that have some other role and are tied to some other function... such as logon aliases, or restricted agents. For example in AD my user can be a member of 30 groups, and when I list group members I can see the user in all of them, but when I run a report for all users and show group membership, it might show only 3 groups for a user (for example a group is shown for a user who uses that group for a logon alias ID, and two groups for restricted agents) as only 3 groups are 'meaningful'.
