Enable edit button to set Is Service Account

I know how to set the Is Service Account field under [Account Collector] > Accounts > info button > edit

This is possible in my Dev environment, however, in the Production environment the edit button is inactive.

My question is, where is this enabled? 

Nothing under Admin > attributes to indicate on either system.
