In the Security Console, you can edit Setup, system settings, self-service. And allow provisioning options (if your license allows it) so users can log into self service console and can request a new software token, set up a pin for it...etc. Once an admin approves the request the user can get a URL or QR code to download the token.

Provisioning. A web-based workflow system for the rapid deployment and lifecycle management of RSA SecurID authenticators. Users can perform many of the steps in the authenticator deployment process, and the system automates the workflow. Provisioning can reduce administrative overhead associated with deploying authenticators, especially in large-scale deployments.
Hi Walter, I'm not sure which system your talking about? RSA Labs does not have a software token offering at this time.
