Could any advice what Linux Operating Systems are support for the Remote Oracle DB for RSA IGL 7.1 Installation?
As per RSA IGL 7.1 support matrix, the supported versions for DB are
SUSE (SLES 12 SP2)SUSE (SLES 11 SP3)SUSE (SLES 11 SP4)Red Hat (RHEL 6.5+)

The supported OS versions you listed are for the RSA G&L server.
For supported DB OS, see Russell's reply in following post - Remote Oracle Installation
I don't think that is the official statement though. From 7.1, support matrix
The screenshot you provided refers to requirements for the G&L server it self.
The support matrix doesn't mention explicitly requirements for the DB server.
I assume the approach for DB server requirements is similar to the requirements for WebSphere/WebLogic - "Customers can implement a 64-bit OS that is supported by the respective application server"
I agree with you, I missed the point that we don't specify what OS the remote DB has to run on.
You can use any Unix based operating system for remote DB. There is no restriction .
I have used legacy SUN OS as well for remote DB.
