fulfillment job split is 0 in case of password reset

Basically my fulfillment workflows are creating job splits based on business source. It causes problems in case of password resets, in this case the job split count is 0 and fulfillment is automatically completed. What is the best practice for this case? Should I create a totally distinct part in request workflow?
