We have a case where our customer closed the review (changed to completed state) even though accesses were not reviewed. If they accidentally complete the review without really reviewing it, is it possible to set up an notification which would notify the owner of the review that his review was closed without being 100% completed?
I know that owners are notified/warned before they close un-reviewed review, but can we set up a notification which will scan through the closed (completed) reviews which are not 100% completed and send a notification so we could run a new review that particular month?
In other words, is there any way how owner of the review is able to find out his review is in completed state, but is not really completed, apart from manually checking this?

You could create an escalation workflow that queries the views to see if the review is closed and if closed if they review is completed 100%, if not send a notification. You can schedule this escalation workflow to run every day or once a week
