Each user can have their own software token unique to them on the same system (a windows machine+RSA software token for windows can hold up to 100 software tokens for 100 different users)
Or as Jay suggested, you can make one token work for multiple userids using aliases, but there is a risk of losing specific 'whodunnit ?' auditing and they would all need to know the same pin.

It probably could be adapted to work for three.
With this type of setup, you forfeit non-repudiation, so that you could not definitively prove who really did which task.
