Not a log file, but you can try the Audit Events report which is one of the report templates available out of the box. Just create a report and select the audit template from the list of templates and run the report. This will contain all audited events from the end-user activity (including logins), so try filtering on the Login events and see if it contains the failed attempts as well.
In a similar thread (How to extract session statistics for the entire day in IGL ) it was asked how to extract login sessions.
There I proposed a database query to extract all attempted logins. The resultset contains a column EVENT_ACTION which has the values S and F, which are Success and Failure respectively. There is also a timestamp available if you wish to filter on timeperiods.

Using the query in reports will allow you to create an automated reporting for sending to anyone or it could be used to connect to the Public Views and extract data on demand.
