Alternatively, from the RSA Customer Support page, click on Ask A Question on the blue navigation bar and choose Ask A Product Related Question. From there, scroll to RSA SecurID Access and click Ask A Question. That way your question will appear in the correct space.

If you could shed a light on the ff: fields that would be great.
Security Name = can you advise what is the security name we should configure here? is it a local user name defined? is the 'snmpuser' a default user?
Authentication Password = Is something we set? Or has already been provided?
Authentication Protocol = Which one is recommended option? Is it MD5 or SHA? What is the difference?
Privacy Protocol = Which one is recommended option? Is it DES or AES? What is the difference?

In the Security Console these are things you set, so authenticated and encrypted snmpv3 communication can happen.

There are many tutorials and explanations about snmpv3 on various sites on the internet.
We do not have a procedure to set snmpv3 to snmpv2.
snmpv3 must be used.
