users said that they needs to login multiple times to Pulse in order to get a success login using RSA Securid
I would gather an authentication activity report of your user's login attempts via the Security Console (see Add a Report for more information). Once you have the report, contact RSA Customer Support to open a case so an engineer can review the log messages.

Do you have any logs from the Pulse VPN server that you can look at, to compare what RSA AM says against what Pulse says. Sometimes Authentication Manager says passcode accepted, but the VPN says access denied for a different reason than Authentication failure, an access restriction sometimes.
