RSA IGL integration with Exchange Server requires Powershell Server to be installed in a server along with exchange tools.
Then we can use the ssh connector or Exchange Connector from IGL to do tasks.
Is there an alternative to PowerShell Server or is there any other application which will have similar behaviour.
As Powershell Server functioning requires licenses for multiple connections.

I'd say that is more of an Exchange question rather than a RSA IGL question. Are there any other interfaces/APIs available for any application (not necessarily RSA IGL) to provision changes to on-prem Exchange?
I am personally unaware of any other option for on-prem Exchange (even reference: https://stackoverflow.com/questions/42413743/does-exchange-server-in-house-suppport-rest-api). The only proper API Microsoft has is for the new Exchange Online / O365 which is Graph API (REST), but that is not for the classic on-prem Exchange servers.
