Is there any possibility we can restrict the view of " Access Overview" for any application based on the logged in user?
Please can you confirm exactly which screen you're looking to restrict (screenshot would help)?
This may be achievable using Security Context file, but would need further details to confirm if possible or not.
I want to limit some of the application view in User Access tab for few users. see the snip below
Unfortunately there is no way to control what can be seen on this tab. If any one has View access over a user, then they will be able to see their full access tab.

The only possible workaround meantime would be to apply the Grouping and Filtering configuration that limits what is displayed and apply this to all Users:

1) "Why" do you want to do this? Note: only the user themselves can see the access they have and their manager or, as clive said, anyone given special permissions.

To me, this sounds more like a reporting use case. You should instead create dynamic reports/dashboards available for those key business users to see who has access to their applications.
