A Completed Review was arbitrarily changed to an "On Hold" Status, V7.2

I have a 2 Part User Access Review where Part-1 was Complete and Part-2 was Active and the Supervisor was in the process of working the Review.  He said he'd worked on it some this morning but when he attempted to continue working on it this afternoon, he couldn't because the review was "On Hold".


I ran an Audit Report and can see where I had changed the Part-1 State to Complete 7/7/20 9:28 PM and changed Part-2 State to Active on 7/7/20 9:40 PM.  But the Audit Report didn't the review being put back "On Hold".  It does show me changing the states back to Active just a few minute ago.


I didn't think anything could change once a Review is Complete.  But this is the first time we've use Multi-Step Reviews.  Could the Reviewer have done something to cause the change?


We are on Version P01.
