How does one get an RSA Secure ID software token device that can manage more than 25 tokens? Does one have to purchase a licence and how does one go about it?

Trying to understand your use case. Is this RSA Windows Token App installed on hardware that is shared among multiple users, who only use this physical device? Or is it for a machine used by a single human who has multiple userids which all need tokens? Or perhaps something else?

Hmmm. If the deskptop owner isn't the owner of the tokens, why are they installing them locally? Are you importing copies of tokens that are actually assigned to someone else?

Sorry i couldn't help you here. Hard to imagine what a single human does with that many tokens assigned to their various userids.
On older windows token apps, it could hold 100 tokens, and a use case I've seen in the pastis terminal server with many tokens on it....users RDP to common terminal server, and can find and fire their token
