If I understood your problem correctly, you need to change the option on the main Request Form page "Changes apply to” and set it to "No users”. That way the form will not ask you to pick users.

Yes you understood correctly, the form is configured with "Changes Apply to" still no data comes under "User Selection" section.
Ah ok, so do you want to select users or do you not want to select users?
And what is the current "Changes Apply to” option set to?
Change apply to is set to SQL statement extracting all the users in IDM having certain accesses
Ok if you do not want the get the user selection page, you should change this option completely to "No users”
