our Help Desk team when tries to enable the Flag "Reset Offline Emergency Access Passcode" receive the error "Insufficient privilege".
The grants assigned to the team personnel are as follows
Are there any other Permissions that we must give?

Two things; are there multiple Security Domains and if so, can the Help Desk view the Security Domain for the Users and / or Tokens?
Second, start up the Security Console - Reporting - Real Time Monitor - System, reproduce the error and see if there are any more details with the Insufficient Privilege
Also see if there are more than one entry. Entries in the RTM have a hyperlink timestamp on the Left, first column. Click it for full details.
