I'm looking for a form or procedure that allows a system administrator to request authorizations for others not bound by "Disabled", "not available for request", application restrictions or membership rules. In our case this was necessary for restoring multiple deleted accounts.

Forms can be configured to allow for selection of disabled accounts.

Sorry to have put you offtrack. I dont need a form for disabled accounts. We need a form for administrators that allows them to request everything, despite entitlement or resource settings/restrictions.
I think administrators can do this.
Sorry I do not really understand your question. Perhaps ask a more specific question about an existing RSA IG&L feature that is not working as you expect or that you need more information on.
If the entitlements are set to not available for request, this will apply to administrators as well. Forms cannot override entitlement request settings. It's not possible to create a "form for administrators that allows them to request everything, despite entitlement or resource settings/restrictions. "
