Manage Messages*Read Only*

Unless I'm doing it incorrectly - I don't think there's a way to allow NON-admin users a way to access the "Manage Messages" page. I use that page all the time, as an administrator, to narrow down potential MessageIDs for reports. We've just started advertising enVisions services to the rest of my company - however, none of these users should have the ability to modify messages, change device data, or anything of the nature. But they need to be able to create reports. Is there an online source where I can direct them to all the generic MessageIDs and Message Hierarchy? Or is there a way to provide them with read only access to the available messages?
