Admin GUI Actions pop-up menu is missing

Issue
An example would be the Edit, Entitlements and User Groups actions for a user
(Note: this occurs for any Actions Pop-up menu)
Cause
The menu does populate but at the bottom of the screen, so far as that you would have to scroll down to see it.
The user would have been warned that they are using an incompatible browser prior to getting to this point, but may have ignored that as they would have an option to bypass that warning.

Resolution
The issues are related to old ie9 browsers and compatibility mode
