Local entitlements are no longer visible in Directory/Application in RSA Identity Governance & Lifecycle

Issue
After upgrading to RSA Identity Governance & Lifecycle 7.1.0 P04, local entitlements belonging to Local Entitlement Directories/Applications do not show under the What Access tab for that Directory or Application.

For example, in the RSA Identity Governance & Lifecycle User Interface, go to Resources > Applications > [your application] > What Access tab.  The expected output is as follows:

Actual output (Note the entitlement dkm1 is missing):

Cause
The cause of this problem is unknown.
Resolution
Upgrade to RSA Identity Governance & Lifecycle 7.1.0 P06. Although there is no specific fix in P06 for this issue, upgrading to this version resolves the issue.
