Here, you should see a section labeled XSS/Scripting Security. There will be a handful of options to edit. Click the Edit button on the Security tab page, and you will see the following:
Select Allow sanitized HTML for the Email Body (Templates, Review Emails) to enable HTML for review email templates. This is also how you would enable HTML for any of the other areas that have the Allow sanitized HTML as an option.
