RSA Identity Governance & Lifecycle server attempts to apply the patch each time with the message "Patch will be (re-)applied"

Cause
This is a known issue in the following versions:
- RSA Identity Governance & Lifecycle 7.0.1 P03 and later
- RSA Identity Governance & Lifecycle 7.0.2 P02 and later
There are no known issues with the patch application during each startup except for a slight increase in the startup time in some instances.
Resolution
- RSA Identity Governance & Lifecycle 7.0.1 Please upgrade to 7.0.2 and patch to the latest patch
- RSA Identity Governance & Lifecycle 7.0.2 in 7.0.2 P06
- RSA Identity Governance & Lifecycle 7.1.0 in the GA version.
